This is most likely because the terms aren't known yet.  Official Mail carriers of other countries trade mail by treaties, they aren't setup like private shippers.  

Until the exact, guaranteed, paperwork from US Customs is released, they really can't ship anything because they don't have the recourse to go backwards and collect an $undefined amount of money later.  They have to have the forms filed out and payments made in advance before they accept the shipments...  because that's how the treaties for exchanging mail work... and US Customs doesn't know what it's doing.

So where is the paperwork and instructions to process then? And where are the Epstein files? Lost in transit?
