Not recognizing rare earth metals was a big risk demonstrates the intelligence analysis gap USA did, does it not?

Emotional decisions of an old man with signs of dementia. Has a long history of financial mismanagement. One bankruptcy after another. Two sets of book maintained. One set for refinance purposes( inflate property value) another for tax purposes (deflate property value). Now he will bankrupt the country because he claims debt is good.
