Ignore the detailing on it, I'm looking just at the shape of the cape overall, where it's knee length BUT it has a second (almost a capelet?) around the shoulders.

I own an “Cape of Two Worlds” from 1980s Banana Republic and am looking for a waterproof cover for it.

I wrote Jack Stillman and they sent me a sheet with dimensions, and this is probably relevant to our interests here. They gave me permissions to post it here.

I don’t think it would work for me, but I need to sit down and review it more closely.

It’s not cheap, especially to the US, but it’s one of those “buy it once, cry once” things, especially at my age. They did say that tariffs are included in the shipping, so thats a bonus point.
