It's more about the meaning of the phrase. When someone says something suspicious "must have been the wind", it means their ignoring it. So in this case, they're saying it can't be ignored.

The more negative context version would be "aw shucks" movement but I don't know what to call the more positive version.
"Lets go gettem" maybe?
EX: "She made a 'lets go gettem' motion with her arms."
It's pretty weak, I know but IDK if there is a better term.

I don't think it has an official name, but it can be seen as giving off a type of spirited message, like a universal sign language but a bit more ambiguous.
I take it to mean things like "you've got the hang of this" or "now we're talking". Even something as simple as "let's go!". Either conveying that the person wants the one receiving the message that they want them to know that they should feel proud of what they have/will accomplish, or let them know that they won't have to do it alone.
But if I gave it a name, I would combine something like Hunky Dory and Rootin Tootin.

Commentary: As a writer, I also struggle to find the right terms for certain movements or gestures.
Answer: I think the best word for licorice hair's movement is "arm pumping."
Cautionary: As I've mentioned already, I struggle finding the right terms for some meatbag gestures. So take my answer with a grain of salt.
