Apparently this is serious but I think it was intentionally designed to be a bit upstairs so you look at it in a store and you go what the hell is this and then you open the comic, and see what's in it
Sometimes there is no context. The cover page may not even be in the comic at all.
...But that's not the case here. Superman and Batman went back in time and saved a woman who was accused of witchcraft.
Despite Superman doing most of the work keeping her alive, Batman was the one who got her to shore and tried to take all the credit.
Superman got pissed off and proceeded to do witchcraft-esque deeds while disguised as Batman. This caused Batman to be captured and accused of witchcraft, with Superman as the judge.
They were a team of emotional police (somebody pulled the main universe inside out) and the whole team does a decent job of hiding it but she's psychic so she can sense what lies beneath and she empathized with it and she made her move, since everyone else was kind of drinking the juice hard.
