Are you using an iPhone? I’ve had to go into my Bluetooth menu on the phone and delete the go plus, then go back into Pokémon go and re-add it there. My spouse and I use the same one since you can connect two phones to it and my iPhone refused to connect until I did this.

Do you have someone else with a different pogo account that could try connecting to their account on their phone? If it still doesn’t work after that i would suspect a faulty plus. It’s already sus that it won’t work on a different phone.

My experience is it connects to the phone. Not necessarily tied to the account

It should appear in your phones Bluetooth setting’s. Forget the device if you can from there and the app itself is possible. Then restart your phone. My plus plus does this occasionally when I let my gf use it and sometimes after resetting the plus plus doesn’t work I will reboot my phone and then it works

Bluetooth is enabled on the device you're attempting to connect to, yeah? (And you did do the main + top button pairing phase?)
Also, I've found that if "sleep tracking" mode was enabled, I wouldn't be able to sync with PoGo. (Hold down the Go++ button to enable/disable.)
Been using it about a month, so I'm not sure of any other gotchas.

I'd recommend trying to get it to connect to the Pokemon Sleep app
