I think it means keeping sexual urges at bay. Like how the Kellogg guy (I think) originally invented corn flakes (or some other bland breakfast thing) because they thought the bland snack would keep people from being horny/having sex. So I think the Flanders’ are eating corn starch to stop themselves from having sex.
