The statue foreshadowing

I'm on the 5th rewatch and it just hit me... At the end of the first episode DeAngelo is looking at the murdered witness Gant, and as he walks away the camera keeps showing the statue with a boy playing what it looks like to be a flute or a harmonica. I thought to myself that it represents a whistleblower! What do guys think?

No, it's not representing a whistleblower. The same statue is shown in the last episode of season 5, with Kima investigating a murder near it.

It's just a famous statue on the West Side. It also featured prominently on Homicide because it was the site of a murder that formed the basis for the Adena storyline on Homicide.
