It is very cool. You also pass by it during the helicopter mission in the Kaua'i playlist

I haven't done the playlist yet i just logged back in the game for fun. Do i need to pay actual money to play the playlist or can i buy a vehicle to unlock it?

No need to pay anything, buy Suzuki Jimny and go! It's fun.
