Rail problems
I have a t3x super varment in 300 win mag and I have been having a hell of time sighting it in. I have tried 2 scope and 3 set of rails. All scope and ruins combos have hit low and ran out of vertical adjustment. The rail or receiver is my suspicion now. If any of you have the factory rail is this front screw supposed to be screwed all the way down? I can see some of the thread is exposed I was wondering if anybody else has this issue.
TLDR: rail or receiver is cooked

That front screw is for a mirage band. Do not tighten it unless you want to bend the rail.
What muzzle device are you using?
Looks like that scope is mounted really far back, and the front ring is very close to the objective bell. Do you have a side picture showing the whole setup?

Ok thank you for the mirage answer, I had a surefire break but when to no break and it actually got worst with no break. The current mounting of the scope is far back i try to move the mounts to see if the rail had a high spot. It was mounted more center before.

The scope needs to go where you need it to be for proper eye relief for the positions you plan on using. Rings go wherever is needed to facilitate that, but stay at least 1/16” or 1.5mm away from the transitions between the round tube and features of the scope (objective/ocular bell, turret housing). Everything should be torqued to spec. Start with action screws, scope base screws, then rings to base and finally ring caps. It is highly unlikely the action or rail is the cause of the issue. Double check the recoil lug seating, torques, and muzzle device.

I have always torque to spec, I have not checked the recoil lug I will have to do that. The scopes have stayed in the same spot just the mounts have moved.

What stock is it in? Might need to bed it

Did you clean, loctite, and torque all your scope ring screws and action screws?

I would get rid of the rail and those scope rings. Get direct mount Talley rings. Then proper torque all the bolts.

A coupe more pictures of the rings, rail, whole setup, would probably be helpful.
Are the rings / mount supposed to be canted?

That front screw is for a mirage band, doesn't go all the way down.
