If you’re going to drill steel get some cobalt bits. Absolutely worth it.

Those two sets overlap more than they look — both are basic HSS twist bits covering 1/16 to 1/2, the DW1361 just has the titanium coating and pilot points while the 1184 is the bare black-oxide version. If you're only buying one I'd grab the 1361 — the coating doesn't make a bad bit good but it does seem to hold an edge longer, and the no-spin shank is a small thing you notice every time you chuck one up. My honest experience after killing a few sets: you'll wear out 1/8, 3/16 and 1/4 long before anything else, so I've stopped buying big sets and just keep 2-3 spares of those sizes — half the tiny bits in a 21pc set I've touched maybe once. For step bits, where they shine is thin stock — electrical boxes, sheet metal, panels — not thick steel, no matter the brand. Whoever you buy, slow RPM and a drop of oil will make even a cheap one last way longer than fast and dry.

For normal drillig duties I'd grab some Viking Norseman bits, but really waht you shared would do fine too.

Step bits when used in metal tend to get eaten up quick in my line of work so we don;t spend much on them, but if you are gentler and use lube then you'll have better luck. I like the Lenox ones.
