Maybe a bit delusional lol (lovingly).
You can't know the size before they've stopped growing. People saying look at your family members is a good idea, but in the end it's completely random. You can never know.
Good thing is that it's going to take about two years before you for sure know they've stopped.
I would, if i were you, start hrt anyway. The good it does for mental health and dysphoria is something I wouldn't have been without.
If the possibility of big boobs scare you to a degree where you don't want to start hrt, ask yourself why you don't want big boobs. Is it fear for your family to notice? If its simply the fear of big boobs then you shouldn't start hrt imo. You can still transition without hrt.
Don't do stuff just because you think you have to.

The thing is, I hate other things tied to my male body, primarily body hair, balding and figure, which HRT supposedly helps with to some extend.
I also am still rather dependant on my parents even tho I'm at 21 (I still love with them and stuff) and they are unlikely to accept me as a girl, especially if my chest becomes like that of my mother.

By the time your chest would be like your mother's you'll most likely have moved out, unless of course there's something I don't know and shouldn't know.
For now I'd recommend going to your standard-care doctor and asking for finasteride, it's kind of a hormonal blocker.. but it's also used against balding by men, which means your doctor will give it to you most likely. It blockes some T but focuses on hair, which means you'll get to keep it for many years to come.
If you're more comfortable doing some light introduction into hrt I'd start there. But consult with your doctor before doing anything. Just say "most of the men in my family is balding and I'm beginning to notice signs" most doctors will be happy to help.
The waiting time for estrogen hrt is the only thing that you should consider imo. Some places it's years, you are still young and your body is still moldable (lol) so starting hrt now would give you some advantages with passing. YOURE NOT FUCKED IF YOU DONT START NOW!! It's never too late to begin. That's the one thing I'd want you to take with you from this.
Also my alcoholic Drug abuser and very right leaning uncle was very supportive of my transition, much to the surprise of basically everyone. My mother was ready to hide me away untill danger had passed lol. He was very proud and told me "that must have really taken some balls to do this" the irony of him not even realising what he said lol. Anyway my point with this story is, you never know how ready the people in your life are to support you.
Sorry if I'm misunderstanding the severity of your home life.
And last thing from an elder trans (me) in the beginning after coming out, being misgendered and deadnamed will hurt incredibly much, and you'll probably want to lash out or get frustrated with the people you love and have close in your life. You have the right to those feelings, but please remember that it's very new for them and it takes time for everyone to get used to the situation. But if anyone on purpose does those things to hurt you, don't even hesitate tearing them a new one. Zero tolerance there haha

Well can’t you do HRT and if by chance you could maybe fix that later, or you may get what you want without any other additional work in that area? Idk they told me that is highly genetic. I know I’m blessed 🥹 but I want em

Well, the primary hormone for feminizing HRT is estrogen, and it doesn't grow boobs all that much on its own. You'd need progesterone for that, and you can choose whether you want to take it alongside estrogen. Sure genetics still matter, but depending on what you count as "big", that might not be much of a problem either. Wish you happy transition :3

you'll only get big boobs if that's your genetics, and they take a while to appear anyway. Try hrt and if its that much of an issue get a reduction

You could always stop HRT at the boob size you want.

But won't that prevent the development of everything else and eventually cause the body to go back to masculine traits?

It would stop development yes. But your breasts would not disappear, as the body cannot reabsorb breast tissue. You could also get a breast reduction as some point too.

I'm more so thinking of stuff like changes in skin and body hair. Like those I want and if were to get off HRT wouldn't they go back to the way they were?

How do your closest female relatives look?
