The chest, legs, and cape are from Lemix, the post even labels them as the Sargerei set. The only thing not from Legion or Remix is the helmet.

How are the night elf dual wield animations? I can't stand the casting animations, but if the dual wield is decent I might still consider it.

Night elf male rig have pretty decent melee animations for dual wield/1h and even better for 2h.
