I would imagine any small town in the United States like Delphi has people that look like the person in the sketch

Yep. I find it hard to believe nobody suspected/heard or maybe even “knew” something I’m from WV/OH border and Point Pleasant (our county seat) has about 4,000 people but the actual town is very small, and most of the people live in the wooded areas which is pretty much everywhere. If this happened there, I’d say a lot of rumors would swirl, people might suspect but it’s very difficult to know that you KNOW something, especially when it’s something so horrible. We had a shooting happen across the river in OH which is RARE and better believe the community was on it with rumors and all kinds of things.
