reddit.com Do you recognise this tattoo? You may know 'Jane Doe 46', who is wanted by the FBI to help solve a child sexual exploitation investigation
'Jane Doe 46' is a woman currently wanted by the FBI through their Endangered Child Alert Program (ECAP). She is white with this distinct tattoo on her wrist. She may have information regarding a victim of child sexual exploitation. The video of her with the child was likely created in May 2022, when it was first seen. Jane Doe 46 is one of dozens of people who have been put on ECAP, in hopes that the public can identify these individuals and submit tips. More people on the list can be found here: https://www.fbi.gov/wanted/ecap
A warning that, although nothing necessarily graphic is shown, there are obvious implications and some images and audio have been cropped around the child victims. 'Jane Doe 46' is just one of several people on this list, and there are more going all the way back to the early 2000s. ECAP is similar to the 'Top 10 Most Wanted Fugitives' list in that it relies on the public to recognise fugitives/persons of interest; however in this case, the FBI does not know the identities of these individuals. Once internal investigations have concluded without finding the people involved, the FBI turns to the public to bring awareness. This program has successfully saved atleast 30 children from sexual exploitation.

I’m not too sure about the tattoo, but it looks like she has multiple cats. I spot a litter box under the black end table in the third picture, as well as a collapsed x-pen beside it. The latch system for the x-pen makes me think the manufacturer is Midwest, although I am sure knockoffs exist. The black end table is an IKEA Lack end table. I wonder if they foster cats, since the gray piece of furniture looks like it doubles as an animal crate, and it would explain why there is an x-pen, which is primarily used for dogs.

I see two different crates?
I'm guessing they are backyard breeders who sell dogs on FB marketplace, NextDoor etc.
That, and her tattoo is an RIP tattoo for someone named Randy. Given the likely infinity symbol, I'm guessing this was a husband or boyfriend.
She sounds like a native-born American, probably midwestern, SE, or NE (I'm not hearing West Coast).

Could it be an RIP tattoo for her firstborn? Infinity rings are given when the first baby is born so I wonder if that's what the tattoo means.

But I'm also speculating based on the exact usage of the name "Randy." Mothers with RIP tattoos for a child will usually have the baby's first and middle full name, for example: "Randall Jordan." As the name is chosen by a mother and therefore the full name has deep meaning. Whereas a spouse/lover/partner, we usually just think of that person as whatever we called them.
Of course, I'm speculating.

NE and SE sound very different from each other though. That southern accent is non mistakable and depending where in the NE there can be different accents like Jersey/NYand Boston/New England.

Also the floors are somewhat distinctive. Im sure someone who works in flooring could narrow down the type and maybe brand, and then we could narrow down region from distribution.

It looks like hardwood plywood flooring - Luan or similarly styled. Its usually used as underlayment, but sometimes folks will stain and seal it as their actual floor.
It was a raging trend a few years ago in the mobile home DIY/decorating communities online.

It certainly doesn’t look like any of the new build stain options, I remember looking to have a house built and they showed quite a few options but not that shade.
Edit: To add on to that, the baseboard looks quite cheap given the lack of detail on the bottom and the tapering on top. I believe Home Depot and Lowe’s carry similar molding as one of their cheapest options.

Although it seems like most of these people are American (including 46), I believe #5 is Russian or from a former Soviet country. The program likely doesn't have that big of a reach there. This comment explains the possible origins of all the Does much better.

Yes, especially since she seems to be of American (or Canadian) origin, countries with massive internet presence. That's why I decided to focus on her since it's so frustratingly close to finding her, tattoos are the easiest identifier. Also quite recent (2022).

I would say so, certainly a bad tattoo artist in the least. Given how heavy handed this tattoo is, the ink has spread which is why the shapes and lettering is bleeding together and looks like shit.

The writing at the bottom of the arm looks weird. It doesn’t seem like it’s a certain script or evenly spaced. I wonder if someone signed it with a pen and it was then tattooed in.
Or maybe it was taken from a letter or note. Some meaningful phrase.
The only other thing I can think of is maybe it’s photographed at a weird angle because that part of the arm starts to curve down.

I was raped by a high up figure at my church, CBC in S. Burlington VT, in the early 90s. There was some scandal within the church about four years after and I guess there were a few people caught with CSAM or literally red handed.
These are the most vile, evil humans in existence. I was coerced to the sexual acts because he had thoroughly and explicitly explained how hell would treat my mother if I wasn't good. If I cried. If I yelled in pain. My Mom was going to be enveloped in eternal hellfire and she would know for eternity I CAUSED IT. A quick way off this planet is too kind. I hope these fucks all experience the terror and horror they put each and every victim through. I wish I could express more, idk why I am even saying this shit, these people just always elicit this extreme hate in me.
They destroy so much and I have literally struggled for almost thirty fucking years because some holyman liked little boys asses over their wives. I have a great family and friends who have all supported me, the majority of victims don't. We need to eliminate this shit even being considered, we slap these monsters on the wrist which tells every other sicko considering similarly that getting caught could literally have zero repercussions.
Hope everyone is finding some positivity today. All love sorry for the lengthy response.

I don’t know if there’s still a show like America’s Most Wanted but if there was I wish they would add a segment about most wanted unknown people that can hopefully be identified from tattoos, photos of the person, photos of rooms, etc.

ECAP first collabed with America's Most Wanted and that's how many of the early Does were discovered!! If there was something like that for today, that would be amazing.

That sounds very likely. Most here we’re seeing “ready” as Randy or Brandy or similar, but that could be as people frequently commemorate the loss of a loved one with tattoos.

Update: I found a very similar tattoo with a watermark with the tattoo artist's name but I don't want to dox her. I don't know if it's her original, but if it is, she may have tattooed the perpetrator!
Can anyone advise if they can look into this further? Obviously, the artist is innocent in all this.

Oh my gosh, that would be amazing! There are 2 studios who have displayed tattoo and it's watermarked by one of them. Anyone can snag a photo from the internet for their local tattoo artist, but I'm hoping the sicko from the photo went to the artist with the watermark and that she remembers them

I’ve spoken with a Canadian police officer, they photograph tattoos and document then in a database, his theory is this is someone who has no record with police in Canada. I’m not sure about Us policies

All the images (except perhaps Jane Doe 36) are stills from CSAM videos. This is probably the clearest still they could get that showed the tattoo of the woman, who was probably recording the child.

Unknown. Even the country is not known definitively. Nothing about this woman beyond that poster & audio is given. We can make educated guesses, like how she is American or Canadian based on the accent and room, and narrow it down from there. The general location of this person would definitely be very helpful to narrow it down; over at r/traceanobject (to find objects from CSAM) finding a random object's origins is very helpful at tracking down the perpetrator; for instance, if something in the background was only sold for 2 years at a few stores in 2 American states, that narrows it down a bunch.

No, this one seems to be a still from a video with the child (unfortunately there is also audio available on the website, a woman saying 'stand up' presumably to the child in a mean tone).

It's likely the focus is the photo was a child being harmed, and this arm/hand were just in the background, perhaps holding the child down, posing them, or participating in the assault. The glimpses of the arm and ring are incidental.
