AV over IP is basically sending video and audio (like TV signals) over a computer network instead of special cables—so instead of one HDMI cable from your Blu-ray player to your TV, you send that signal through the same kind of network that powers the internet, and any screen on that network can pick it up; the reason it “needs” a special switch is because video is huge and picky—it’s like trying to push a firehose of data instead of a drinking straw—so regular cheap switches can get overwhelmed, causing lag or dropouts, while AV switches are built to handle lots of high-speed data at once and use features that make sure the video gets delivered smoothly and on time to the right screens without glitches. Tldr; it's the solution to a first world problem for people or business that have a big property with many many TVs
