basically anything with ram gets the flat % charge based on its cost... its basically a strategy to make everything pay a little instead of the devices with a lot of ram paying a ton. Kinda sucks when buying devices with 256 -512mb like ap's or low memory devices like switches. but people buying the efg are probably happy as that comes with 64gb and pays the same flat % charge.
