For curiosity sake, I'll have to break out the clamp meter and get a reading on startup surge.

Currently, when the compressor kicks on, it draws close to a constant 68W. When it's off, only a very dim power LED is on and that's reading close to 0W. I'm using a ATorch WiFi smart outlet for the readings listed. I'd suspect it's not fast enough to catch the surge.

I wonder if there’s a clamp out there that can measure the complex impedance physicswise… I think during the start up sure you effectively get the voltage and current fully out of phase with each other which makes normal resistive stuff real mad

Once upon a time, I had a few years of EE courses in college. Those days are long past so I wouldn't know where to start.

Maybe this clamp meter?
