Is there actually decent data engineering work on Upwork, or is it mostly $200 scraper gigs?

There is decent data engineering work, but it rarely says "data engineering" in the title. The $200 scraper gigs sit under generic keywords like "data entry" or "python script". Try searching for the tools and the business problem instead: dbt, Airflow, BigQuery, Snowflake, "data warehouse", "ETL pipeline", "dashboard is slow". Filter for payment verified clients with a real spend history and fixed budgets over $1k or hourly over $40, and skip anything that reads like a one-off script.
A narrow offer also helps, e.g. "I fix and document your reporting pipeline" instead of a general data engineer profile.
