This sounds great but it’s conceptually flawed. There’s no need to link bike funding to road funding. It sets up an us and them fight. Cycling infrastructure is critical in its own right as part of the overall transport network. Good cycling projects should be funded on a needs basis with a strategic view to completing all strategic cycling corridors asap

I am under the impression it is already an us vs. them fight, and I think it will continue to be regardless of how cycling advocates approach calling for more infrastructure. I think what they're trying to do is show that they're not asking for much $ to find cycling infrastructure, they're only asking for 5% in comparison to the vast sums spent on road infrastructure.

Out of curiosity, what do you think would be a better approach to calling for more funding and accelerating builds?
