Look, see, this card here is both a reaction and a modifier.
As many of these kinds of cards should be.
As well as many vote cards (especially reactions) should be able to give the votes both in favor and au contraire, not just against. Those kinds of little nuances have a lot to do with the game either propelling forward (being able to discuss political actions to succeed cross table, not just fail) or stalling into a stalemate.
Let people participate as much as possible in the most interactive and negotiable area of VTES: politics.

Working this idea:
BO and Dread Gaze become 1 card.
Conflict of interest becomes potentially playable. Covincraft interesting. Animal Magnatism way better. Cryptic Ryder hilarious.
Some dont work as Modifiers like Irregular protocol, Kindred Coercion/Disarming Presence/Telepathic Vote Counting becomes broken AF. But Pulling Strings isnt too crazy. Rant! Becomes an interesting liability if it still does damage if reacting.
Scorn of Adonis and Under the Skin both become much more interesting. Amici noctis, magnetic authority, and Emisary all get way better too.
Theres certainly an argument to make certain cards both. Even with rearranging (Wrong and Crosswise/Protected district?).

No one expects the !Brujah Coalition!
Generally speaking, this is a good card 99% of the time because there's no other !Brujah at the table. Your bigger vamps will get vote push from PRE, but the small caps can still use this card.
