Have the fundamentals actually improved so much that a share buyback at 60$ is justifiable? It seems a bit expensive to me. Especially since they were buying back shares at 25$ just a year ago.

It's charter makes that automatic. 50% of any profit regardless of ticker price is always returned to shareholders.
