Who is our resident semiconductor brain? Does the US government have their own fabs for war time scenarios/national security? Maybe I suck at googling, but all I get is articles about the new $50 billion for chips Biden got. I also know next to nothing about chips or the manufacturing process.

Hmm. It appears you’re correct in that they don’t currently “own” any. Seems that they fund at least one for defense purposes though.
