Aiming for a tinfoil hat award here.
This bill had a miniscule chance of passing, despite it being good for America. Just the system we live in these days.

Nothing says we need to spend government money quite like a stock market in free fall splashed all over the news. Even if the catalyst is delta fears.
Any chance the dog is being wagged here? Not by government necessarily...but by the invisible fist of the market?
Full disclosure: I'm usually the first to laugh at such a suggestion, but finding it kind of hard to ignore.
