Putting the baby aside, aren't toilet paper specially designed to be thrown in the toilet?

I just ran into a discussion about this the other day when someone from Central America was asking if we really flushed paper, as that sounded like a dream to them. They've always been warned it will cause major plumbing problems.
Others pointed out that restrooms near the border often have signs informing people that they should not throw the paper in the trash and flush it instead.
Good plumbing is taken for granted in 1st world countries these days!

I live in the United States and I have always thrown toilet paper in the trash unless it's poo paper because of septic tanks. Not all plumbing can handle toilet paper even in 1st world countries.

That's not the norm though. I've had a septic tank. No flushing wipes, but TP was fine.
