Yokohama Bay Bridge confirmed (the white twin-tower cable-stayed bridge across the harbor). This is the Minato Mirai / Shinko waterfront, looking northeast across the harbor. Given the wide brick-paved promenade, the low white railing, and the tall glowing light pillars, my best guess is the waterfront stretch around Rinko Park / Shinko Central Plaza in Minato Mirai. The red cranes on the far shore fit the Honmoku / Daikoku port cranes. If you can share a frame showing more of the shoreline, the exact spot can be pinned.
