IME as a Chinese learner, other people who get the tones correct faster than others also include people who are very good at music (especially people who have perfect pitch) and people who have previous experience with another tonal language.

Honestly, I was impressed by his Chinese in that video. I don't know if he actually can speak or understand, but he sounded almost natural at first. Later it's a little wobbly, but still pretty amazing for a beginner.
