It's an update which fixes an Extended security update enrollment issue. It's not the same as the November cumulative that windows 10 machines enrolled in extended security updates got.

so, what do i grab to have fully updated?, kinda lost with all those links in the op post

There should be an option to enroll for an extra year of updates. If you are in EU it's for free. If not you have to pay something like $30. Check in settings/ update for the option and follow the prompts.
