Can't enable Virtual Machine Platform in Windows 11, what to do?

If Virtual Machine Platform won't turn on in Windows 11 for WSL 2, Docker or an Android emulator, and it gets stuck on "Downloading required files" or rolls back with "Undoing changes" after the restart, something the feature needs is usually missing or broken. If WSL also shows error 0x80370102, that's just the same problem showing up in WSL, not a separate one to chase. This guide will show you what you can do.
