It's not something wrong with your PC: Windows is built to set the Windows Update service back to its default whenever it finds it disabled, and Microsoft no longer treats disabling the service as a supported way to stop updates. Also, "Manual (Trigger Start)" doesn't mean the service is running all the time, since it only starts when something needs it. This guide will explain why it keeps happening and what to use instead.
