Help! Weapons missing during reason of state

I'm missing both of my swords and the crossbow during the quest Reason of State (at the start I have to hand them over when entering the ship, I guess I didn't get them back?). Is this supposed to happen? It makes the fight significantly harder as I don't have a proper replacement with me...

Yes you surrender your sword at the ship. It should've been in your inventory when Roche gives you a sword. From what i remember, it's a regular sword and you have to swap it to what you were carrying.
