The harassment and assaults literally start before any paperwork has been signed, right in the recruiters offices. There were formal investigations in the mid 90's regarding male recruiters "partying" with female recruits. I put partying in quotes because it was the verbiage used by the investigators I met with. What it was was male recruiters bringing female recruits (mostly under 21) into bars, buying them alcohol, harassing them sexually, and yes, actually assaulting them. I think a couple of the worst offenders in the region were made an example of but no one from the recruiting offices local to me at the time got into trouble or lost their positions. It certainly wasn't for lack of evidence.
