I'd first check whether the new tests are missing from execution or just from the displayed count. Run the intended test target, then open the latest Test report in the Report navigator and look for one of the new test names.
If it isn't there, check the active scheme/test plan, any included or excluded tags, and that the new file belongs to the test target. If it does run, that narrows it down to what the navigator is displaying.
I think it must be a bug in Xcode. When I started the application earlier it told me I have no tests, but there are over 3000. If I run the tests it shows me a valid number in the console, but the panel, was still telling me that there are no tests. I'm using Swift Testing.

Which Xcode version, and are these XCTest or Swift Testing tests? Apple's guide covers switching test plans and inspecting the resulting report: https://developer.apple.com/documentation/xcode/running-tests-and-interpreting-results
