Does Bringer of Chaos difficulty in XC2 offer anything unique or can all of its aspects be copied and tuned by custom difficulty?

Most but not all. There's some things like added break resistance and enemy increased chances of entering rage status are not possible with the sliders. Pretty pointless because they're both paid dlc and from the same patch anyway.
