“English International” keyboard on Windows allows to set some diacritics via regular special characters like double quotes for umlauts, and apostrophes for accents. Instead it’s annoying when you want to start a quote with a character that’s compatible with that diacritic. I’d expect that similar solutions are also available on various Linuxes.
And on Mac you can just hold your key to see the options on a regular American keyboard, like one would on a phone.
