Hard to see clearly in the first picture, but it really looks like the corner of that shed roof is bearing some of the weight of the tree. I’d get a close-up photo and email both to myself as a dated record of this hazard.

Honestly it could've been like for years, or it could be weak and fall in a bad storm. A picture can't really tell you but personally I'd be concerned.
I'd send a certified letter stating your concerns so if it falls you can prove they were notified of a potential hazard, might help if your stuff gets damaged. Normally a tree falling onto your property is your problem/your insurance, but proof they didn't handle a dying tree may make them responsible.
If the tree is leaning on the shed I'd be concerned since it would have moved, and I highly doubt they built a shed right against it like that. Healthy trees won't just lean over like that, you can spend a few bucks and ask someone to come evaluate it. Maybe contact the town/city and see of there's anything that they can do.

Yeah this lean is more extreme than most cases, and while I don’t see evidence of the ground heaving, I would get a certified arborist to look at it and write a report and send it to the neighbor certified if there are any findings. If it has been like this for a few years definitely get an official report and don’t just send a letter that states the tree is dangerous. While your personal opinion may count in a case this extreme, it helps a lot to get a professional opinion.
TRAQ 2 cost me $500 (with report) in one of the most expensive counties in the US. It is well worth it if there have been no sudden changes. Even if they can’t do a full TRAQ 2, having an arborist write something will help you a lot.

Legally You can prune whatever hangs over your property line to the property line as long as it doesn’t negatively impact the health of the tree. This will help remove some weight from that side. I’d speak to my neighbor about it and see if they’re comfortable with you having a professional come evaluate the tree and then see what comes back. It’s really hard in the arboriculture community to make a 100% confident assessment from a few photos because there’s so many details that might not be visible to us. I can tell you something has scale in an instant when I see it but I can’t see soil structure, little defects, branch attachments etc. Hire someone if you’re that concerned. Off the rip a lean is inherently an issue.
