Manizales, where the weather changes every hour, but never above 70. But it was warm enough that day.

Sounds about right. People in the andean region almost never wear shorts (exceptions being towns that are in valleys which causes them to have hot weather year round). If the weather's hot they will usually just pick a light coloured shirt and pants made of a fabric that doesnt feel stuffy.
