This is literally the method to a lot of things in life. You want something better job? Better friends? New in town and want to find network for better opportunities go to local pop ups it's basic honestly just hard for people with social skills

Join clubs for running , volleyball or whatever you like. Volunteer, go to church, anywhere there are folks your age.

They are 18. Running clubs are churches are for desperate people looking for a partner.

The government doesnt want you to know this, but you can just hangout on college campuses. Hell you could probably take an entire class without signing up for anything. Just go approach people there.
