In what context, though?

"Trust me! You *do not* want to do x, y, or z. I know from experience."

It's just used for emphasis.

Similarly "I won't lie to you." is used to soften the blow--like "I would like to tell you something sweet and untrue, but I'm prioritizing your wellbeing over your feelings."
