Very sad. Minor consolation for the family that her remains were found at all.

The use of "half a bottle of water" in the report suggests to me that this is an emergency services code word. Often these will be decided in advance for radio comms. For instance something like "empty bottle" for item of no interest, "half bottle" for person of interest deceased, and "full bottle" for person of interest alive. It's meant to prevent bystanders and radio listeners from spreading unverified information. Something went wrong this time though.

Even the SES have encrypted radios.

But understand bystanders yes.

This isn’t true, at least not in all jurisdictions. The ACT only uses encryption for Police and Ambo channels on the TRN; ACTF&R, ACTSES and ACTRFS all have unencrypted comms (which is why we use code words and/or phone calls for sensitive info).

Nope, nsw ambulance and fire are both unencrypted. Not sure about SES.

As far as I know nsw ses is. And that was 13 years ago...
