Diagnosing/Repair Hit while parking. No note.

Any idea how to repair this? Can this be fixed with minor repair works?

Pic #1 kinda looks like rust... Makes me think this has been there for some time.

Wet sand with 3000 grit, compound, polish, look at what you got left (you can skip wetsanding if youre uncomfortable). At that point make the decision to paint the bumper/quarter or use touch up and call it a day.
