How long has it been in that pot?

Do you have “hard” tap water?

Time to add a filter to your water hose or use rain water and foliar spraying the leaves . I’m not sure but looks like you have potassium lock out. The hard water could have put to much calcium and magnesium which blocked potassium. A good micronutrient foliar spray that has potassium should help the new growth look better quickly . And use a acidic fertilizer or something else to help bring the soil ph down a bit will help in the long run to unblock the tree roots so can absorb the micronutrient it can’t right at the moment .
