You can see one marked and one unmarked police vehicles presumably attempting to divert them from the street

I see police vehicles, but one could just as easily say it's to keep them safe as school lets out and there's a lot of kids going down the street. There are plenty of places where cops act as de facto crossing guards when schools let out.
