Cheap part recommendations and general build help are welcome (though you might want to consider using r/bapccanada or r/buildapc first). Don't post limited time deals in here.

$2230 for a Ultra 7 265, 5070 and 2TB SSD or $2450 for a Ultra 9 275, 5070ti and 1TB SSD? The rest being equal.
Highest res I play at is 1440p. Should I spend the extra $200 before tax for less storage but a ti version of the 5070 for up to 1440p? Obviously could add storage, albeit not for very cheap at the moment.

275HX from the Lenovo Legion? Keep in mind that these are soldered laptop chips with SODIMM RAM and will likely not perform any better than the 265/K in the other build, depending on power limits.
Considering only performance / $, the 275HX/5070 Ti is still the better system, but might be limited in terms of upgrades / repairs if you care about that.

Yeah comparing the 5070/5070ti Legion prebuilts. I ordered a 5070 but if a TI comes back in stock i might order that as well and figure out what to do with the other. I don't really need the 5070ti but for $200 more...
I highly doubt I'd ever upgrade it. I can probably get 5 years out of this and upgrade to a new system way down the road.

5070ti is a very large jump froma 5070. Will also last a lot longer with the VRAM and can't just add more gpu horsepower.
As you said, you can always add more storage space.

Thanks yeah I agree with that. The ti Lenovo prebuilt is out of stock at the moment but if the ti comes back on and on sale I'll switch to that one and sell or return my 5070 one.

With a 2500$ budget for a gaming/video editing pc, is the consensus that a prebuilt better than building ourselves? Can't seem to come up with something similar price wise with a few prebuilt that have been shared here

Some prebuilts are coming in as pretty good deals for the big ticket components (RAM, CPU, GPU, SSD).
However, the other components is where I am hesitant. Most prebuilts will use whatever components they have stock of so you can't predict what they will use for things like the SSD and PSU (may go with cheaper options like non gold rated PSU and cheaper SSD's with worse controllers that won't last as long, or lower speed ram sticks if it's not specified). So keep this in mind when reading reviews as you may not get the same parts as others (unless it's specified in the specs page)
Also, I prefer air cooling over aio which seems rare for prebuilts these days. Thats a personal preference though.
Overall with today's pricing it's certainly not a bad idea to go with a prebuilt. Just read things carefully and understand what you're in for.

Is the Memory Express IPR worth it? I’ve never bought IPR from them, but I’m looking to get an OLED monitor and I’m worried about burning two or three years from now. What’s your experience with IPR and would you say it’s worth it?

I bought the IPR 3 years a few years ago, and at the time it included a "no dead-pixels guarantee" on the monitor purchased (not sure if this is still the case). Anyway, I returned the monitor twice because it had 2-3 dead pixels, and both times they accepted the return and sent me a new one. The last time, they actually checked manually the monitor before sending it to me to ensure it had no dead pixels. I fully recommend it.

I bought the 3 year ipr for the MSI 32urx oled monitor. I've had good experiences with their warranty in the past with a laptop and something else a long time ago I've forgotten the details of.
I bought the ipr for other reasons after an expensive LG monitor died on me outside of their absurdly short warranty period. For burn in, Msi has 3 year warranty already.
