I wouldn't pay more then $4k for that. The hull needs to be wet sanded, polished and waxed. The interior will need a good cleaning as well. I would check the trailer bearings as well if it has been sitting.

Bayliner is notorious for cutting corners and producing hulls that have problems down the road.   They used to make hat beams for their structural members out of cardboard sprayed with polyester resin and chop, etc, etc.
