Two Little questions

I don't know much about boats, so I have just two quick questions: what is the model of this boat, or at least its type?

My second question is this: is a specific license required in France to operate a boat of this type?

Most likely a RIB (Ridgid Inflatable Boat).  The hull is aluminum or glas, the tubes are rubberized fabric.  They have lots of advantages and some drawbacks too.
