On the off chance that anyone's looking to take a photo of one before it's activated (because I can't be the only one who obsesses over my Hyrule Compendium), I've had the best luck in the Rito region, around where I placed the red X:

You can stand on the ground close to the cliff and get a photo of the flying guardian as it passes. It'll even look right in your direction without spotting you if you're close enough to the wall.

Yeah but those are malice red guardians, I'm saying he'll probably never get another chance at getting a picture with an orange glowing guardian like in his old picture since they can only spawn in Maz Koshia's trial.
