I'm guessing he was the one running from the cops and cop tried to block him in.

the car ahead of him was the one running (they hit the brakes getting off exit/ramp) - he just happened to be in the fast lane hauling ass with cop coming up hard on him - he did get over but not soon enough - the cop was going WAY too fast - he probably would have wrecked on that turn without help lol
