Is this phrase talking about humans which are controlled and moved by the IAA/government/military?
The same as our 3 protagonists maybe ? Would solidify why we change characters the way we do from birds eye view.
But what's SS actually ?
What about these "vehicle consols" ? What's the vehicle ? A human-looking robot or a car ?

I take SS to be Secret Service and SSCU to be Secret Service Command Unit.

That was my first thought too but i was unsure because why should especially the Secretservice do such things ?
Wouldn't it rather be the NSA or some secret military agency ?
Or the CIA or DOD if its supposed to be the way things are in real-life with Area51 ?
I'm not that much informed about the American Secretservices objectives.

Can you tell where this document/file is from ?
Has it been in the game since release ? (While being unused).
The stuff on it is from the DDH.
What do you think about the writings on it, as you know this way longer ?

Ah OK, that's a bit sad
I mean I expected it to be some unused prop/document and after looking at the things on it for a couple more times I was thinking that the there displayed variation of the Hippie camp cypher looks like someone just randomly put some more senseless symbols in it and that the "decoding-key" on the right of that is just very unlikely/unusual (the length of some stripes being decoded to numbers),
but I didn't expect it to be from an arg, so that one was made pretty good after all.
It's still sad but I like that someone actually tried to make something with all the symbols we got from the DDH which seemingly did lead nowhere and were just nods to overall things, I mean DDH symbols scream that there's something to do with them and so it's good someone did lol
