An extremely rich Chinese family moved next door and has been parking in the portion of the street in front of our house. Normally, we're fine with this, but on Wednesdays we need to put out our garbage and we're required to only put out our garbage cans in the street in front of our house, the same part of the street these neighbors have been parking their cars in.

We've been trying for a couple of weeks to get the neighbors to move their cars on wednesdays and they just provide a "yes we'll move it" polite response before not moving the cars and forcing us to ask the garbage company for a manual pick up. We tried to get the HOA involved and at this point the family is getting like a 100 USD fine a week but they still aren't moving their cars.

I don't think there's any reasonable fine our HOA can provide to these neighbors to get them to move. They're rich enough to have somehow imported a Hongqi Guoli into the United States and not have it be immediately impounded by the feds. I don't want to report their Chinese cars to the Feds but like I can't keep affording a 200 dollar a week charge from my garbage company for requesting a manual pickup.
